I'm playing a nukes game, and it's an interesting twist. In this particular game, I've discovered that a few territories seem to get nuked pretty often, while others never appear. I'm sure you've all experienced a time where you play a spoil, and then get the same spoil over again. I imagine this is because a spoil is chosen randomly from a pool of all the possible spoils, and conquerclub doesn't remove spoils from the pool after they're played. I'd wager that the same spoil is never in play at the same time, but once it's spent, it seems to go back into the pool.
I propose that the spoils behave more like a deck of cards (novel, eh?), where a player cannot draw the same spoil twice until all the spoils have been "dealt" out. It will certainly more evenly distribute spoils (and nuclear winter), and it may, perhaps, provide a clever player the insight to know what areas are safer than others, or to tease an opponent with, "It's round 15 and I haven't seen anyone play China yet!"
