A typo in my post quoted above was probably what confused you further. I've entered it above in the quote so it makes more sense.

first thing first, learn how to multi-quote... secondly, CC will never be able to use the work RISK, ever... Hasbro has it's own online RISK game... there was an alleged sell to HASBRO in the works years ago, that was when the great decline started (cleaning up the site for the alleged sale).. anyway, RISK will never be used on this site, unless HASBRO owns it...-Jesus noir

I did a quick search of the app stores for the word 'risk', I notice the most common way people get around use of name rights, is to title their games like this:
