sequential games are won by anyone because the game gives everyone a fair shot.
Not to veer off topic but I cannot agree there. If someone goes for a kill in SEQ and misses by 1 army the next player in line gets to mop up and run the table. Where was your chance?
Their chance was when they tried to kill someone and missed with 1 army... your chance was before that - but you didn't take it.

Moreover, being properly deployed and properly blocking will put one in the best position to take advantage of hangings. Also, playing in games with higher ranks really diminishes the amount of hangings.
To me, the very top of the scoreboard represents the best freestyle players or those who know how take advantage of the system best (almost always involving freestyle) whether it be 1v1 against noobs (the torcav strategy) or playing game settings that only attract noobs (the klobber/king herpes strategy).
Clearly then, the top of the scoreboard is not truly indicative of the best players, and certainly not the best traditional risk style players.
Sometimes being at the wrong place in line can kill you even in 2500+ games. I am sure you know this very well. Dice can hang someone who dropped perfectly. you leave a 25 vs 9 for the end and miss on dice who is to blame? You or the dice? Well that person would have just left an open kill for the next in line and a possible double cash. Once they get an army lead that big it is all bit over. Assuming the cashes are 50+. People do get hung, and sometimes you play the best game you can and still have no shot at all. This is why some people prefer freestyle. I happen to like both, but things can and will happen in both!
