doubles missing turns

Can someone please explain why a person playing doubles receives his partners cards and countries when his partner gets kicked out for missing to many turns.??? Any other game and that person 's armies would be neutral and cards would be gone.Could someone explain, this seems to help the partner .?????????

in any teamgame this happends.. troops+cards goes to next in line in that team..
