What is "Farming" new recruits?

I see this is mentioned as something that's against the rules and that people have been banned for doing it, but what is it?

It means playing a large amount of games against new recruits for easy points when most of them deadbeat and the others don't know what they are doing.

This is done in three ways:
1. creating games on maps and settings that most people don't want to play, so in the end new recruits join
2. putting a large amount of people on your foe list to keep the people that do want to play those settings from joining
3. joining games started by new recruits

and when you've done all this systematic, targeting of new recruits then what happens?
