The bonus in the upper right seems to be the best risk/reward value.
In order to facilitate flexible fortification of troops, try to maintain territories that form a "loop", where you can go from TerrA ==> TerrB ==> TerrC ==> TerrA.
In an assassin game you can get a big advantage (and your hunter will correspondingly have a big disadvantage) if you can park a few troops in a territory where the only way to attack that territory is from another territory that started the game with 3 neutral troops. You get a free defensive buffer that way.
Mapping out a path for conquests is very important, and troop deployment decisions are more important, b/c maintaining a supply chain for fortifications can sometimes be made impossible. If someone takes one territory in your chain, you may have to attack through 2 or more other territories just to have a chance at attacking and regaining the one you lost.
