continent bonus v neutrals

In a 1v1 flat rate game on world 2.1. When is a continent bonus worth getting rid of neutrals?

Get the small ones, or easy ones to get, like USA, Horn, Scandinavia, Australia, u get the point. :P extra few armies go a long way. And you should get the larger ones right after. While ruining your opponent's/ killing his territories.
