It's not that I would just quit with each bad drop. But there are times when the game is over. Example: Great lakes map. Head's up play. We battled for 9 turns or something like that. After the first turn my opponent had 2 bonuses and I had lost an attack 7-2, thus allowing him to retain the extra troops. It took him 9 more turns to weed through all the neutrals to kill me off. I never gave up that game but was defeated none the less. On that game, I would have preferred a surrender button.
