planning your way around the map, tool? where?

I know there was some website i could give the xml, or jpeg url and then plan my way around the map. I cant find it anymore in pluggins. Is it still around and can someone direct me to its adres? I find a load of maps being unclear on what borders where, and it would be a great help to everybody who does not use extentions/ firefox ect.
