Ok so I am in a game on Supermax, 5078356, and I came across a territory, 001 that has 12 neutral armies on it. I have no idea how 12 neutrals came to be on this space. I use to have it and the entire guard area but got kicked out, now I am back and there is a large stack of neutrals for me.
I made this map and have never seen anything like this before.
Any ideas on what happened?
