For the record another player can accuse you of having a secret diplomacy if he likes, he can call out movements and troop counts in a fog game, and even lie about those. All forms of diplomacy and tactics that can help sway a movement in his/her favor to turn the dynamic of the game. Now should you repeatedly take part in actions like this, no, unless you like poor ratings and being on a lot of Foe lists.
But there is no violation of any rules for him to speak out in game chat or in a claim in here on how his perception of a situation is. If that were the case then Warnings would be handed out like crazy for all the false accusations that come through C&A weekly.
As for the diplomacy actions between you 2 in your game, at this time it is being looked into. I understand and see the time stamp between the acknowledged truce in the game chat and all the wall banter between you two. But we are currently coming to a consensus if this is a violation of policy seeing as we ask all chat/contact about a game to be done in the game chat area, and its quite obvious you guys weren't doing this. Please be patient and we will be back to you shortly.

That simple, talk the trash you want, have fun mind you that you might get Foe'd or Rated poorly for your decisions but don't, I repeat don't bring race/ethnicity/culture in to the off color jokes/remarks. We will not tolerate it, and given this users past and the context of the dialog in the game cited he was found to be in violation again of our guidelines and has been punished by the appropriate means that all are held to.

For clarity to the community:
Ratings Abuse is where a user rates their opponents unjustifiably, haphazardly, and systematically, using the Ratings Tool in a destructive or inappropriate manner. Ratings Abuse will primarily come in the form of unusually Poor Ratings, though Ratings Abuse may also come in the form of unusually Excellent Ratings as well. Though we do not moderate Ratings generally, extreme abusive cases will be dealt with.
In this case the form of abuse comes from:* Repeatedly giving out inaccurate Ratings with no evidence to back up the Rating (I.E. Attaching deadbeat tags to multiple users though in no games with the user did they deadbeat).
Conquer Club's Rating system is a tool for users to enhance their gaming experience, and any extreme abuse of the system is prohibited.

tez hodos attacked you 10 times, Marcus 8 times and the other player twice. I see this by the game log, and stats as a poor move made by a new player that doesn't quite have the strategy down. But a IP check will be ran anyway. marking pending for now
