As more time runs out it is more important to try to find and lynch a cult leader than lynch a potentialy healpful cult member.
And as far as his role goes here is what I think.1 He started out a normal cop but got recruted.

2 Because he got recruted he became a Cult Cop which ment that he could no longer see his own color.
3 He is a member of a cult but not a leader.

I am sorry, but I think the reasons the you offered are horrible. First of all pmc thought that animorpher was trying to claim being town, not cult. AND animorpher said that is what he meant. He supposedly claimed only being able to see one color as well.
Also, why would you not want to lynch a cultist unless you were his partner?
You also seems to think he started out as I normal cop. I don't this.
