Well, to my knowledge... the XML doesn't support a territory that kills "half the troops" on it every turn. You however can make it kill a set number of troops every turn, at least until there's only 1 troop it. That is, a territory that gives a negative bonus as autodeploy.
Or, you can make it revert to neutral after the end of each turn (killer neutral).
Also, I don't think it's supported that holding a territory autodeploys +1 on all other territories of the holder.
I suggest bombardments & killer neutral. Have it revert to something like 4-6 at end of each turn. Then it'd be hard to conquer, as it's hard to conquer an active volcano... but when you get your shitload of troops there, then you can bombard your opponents asses into next thursday...
