It's still a good idea, but there are a couple things...
-First and foremost: There can be NO link to this map back to the original Monopoly board game because of copyright issues. The locomotive and the cop MUST be removed. Also the colored blocks are in exactly the same order as the original Monopoly, mix it up a little to prevent any copyright issues.
-You are using the names of other maps on CC, did you ask if it was ok to use them from those mapmakers? This isn't as big a deal, I figure they won't have a problem with it, you just have to say you asked and they said it was ok.
-The gameplay is extremely one dimensional you can only go 1 way around the board? I understand this is the way you play Monopoly, but this isn't Monopoly. There needs to be multiple avenues to victory. I admit there can be some interesting strategy involved here, but the fact remains that can only move in one direction... There are a large amount of Monopoly details that you could add to allow for different gameplay. Hotels, houses, game cards, cash, dice!
Again the major issue you have right now is the copyright issue. I won't get into graphical issues since it's too early for that, the graphics are simple a decent looking, but when you get to that point they will need to improve. To get further along this path you need a much more well thought out plan with the gamplay. It is far to much weighted to the players that go first. Honestly, you need to take the time the Foundry is shut down to flesh out your ideas. Jump back in with the New Year and show us what you've got!
