As you correctly pointed out, each map should reflect something of the city....so here is what is already there.
1. individual pictures in the frame
2. each layout is based on available district maps on the internet, since i have not visited these cities, and as you can probably see, help is in its' ways from player input
3. each picture inset frame has an individual icon in gold and other suitable tones for contrast although they probably need adjusting.
- Stockholm = Viking ship (needs more contrast)
Beijing - Temple of Heaven
Cairo - a mosque
Edmonton - Commonwealth Games logo (maple leaf symbol)
Perth - Commonwealth Games logo (sunflower with kangaro inset)
Moscow - Star
5. each city has an icon for the bonuses
- Stockholm - Viking Helmut
Beijing - the Octagon of the 8 sided I Ching
Cairo - The pyramid
Edmonton - the Maple Leaf
Perth - The Swan (Perth is known for it's black Swans)
Moscow - Once again the Star
And to tie everything together are the frames and the colour combinations where red is traditionally respresentative of the CBD.
I think that's enough, don't you, to create individual but somewhat traditional city maps.

Of course if anyone has something different to offer in a positive manner, then by all means...
