Also, any American can have a title, it's just that the US government can't issue titles of nobility. So, for instance, you could be the Duke of York and live in Connecticut, but there's no such thing as, say, the Baron of Los Angeles. That would just be stupid. And against the law.

One it is not restricted to normal US citizen, but say a Judge, Military Officer, Clerk, and many others would not be able to do this unless the company has cleared this through the US Congress. So if you are a employee of the government i would stay away.
