Too much unhappiness and your cities will cause civil disorder, halting all production and growth. You can increase happiness by lowering the luxury tax, changing working citizens into entertainers or, in some games, connecting your cities to a luxury resource like silk or wine.
The Hanging Gardens acts as a temple (+1 happiness) in every one of your cities that are on the same continent as the city in which it's built.

i never played that game, but i did play medieval II; total war. i remember, as long as you garrisoned enough troops inside your city, then it didn't matter how unhappy the townspeople got, they always paid their taxes.
... now, there were times of civil unrest and rioting, when you would lose a small portion of your population, but hey. examples had to be made.
What I want from government is more benefits for me and to force hard working people who are beating their brains out just to survive to pay for more benefits for me. I don't care about anyone but myself.
