This is so weird I'm not sure what to say. I mean, I've heard of local governments enforcing ordinances, but not in such a specific way.
Are there bushes or shrubs that are "suitable" that could also bear vegetables or fruit?
I also find it a little bit of poetic justice that the city replaces the sewer line and has the opportunity to plant "suitable" grass or shrubs, but instead plants nothing... so the woman plants stuff herself. She should make a claim in civil court.
