Based on the fact that the FA are having the semis at Wembley now for the FA cup to get maximum cash revenue to pay for the stadium, I would imagine they are interested in this idea, more than ever.

The actual reason England don't do it is because they have nothing to gain in their eyes. Everyone
thinks they are better than us and the other home nations so when they lose they will be mightily embarrassed as they are expected to win every single game ever. If you managed to win by some miracle then you wouldn't consider it an achievement.
we would win the tourney as we are by far the best team, however, i think the fact is, if somehow we lost, it would be a disaster.
Last results against home nations:
Northern Ireland 1-0 England
England 0-1 Scotland
Wales 0-1 England
Northern Ireland 0-0 Scotland
Wales 4-0 Scotland (Don't ask)
Northern Ireland 0-0 Wales
That would make:
Northern Ireland 5
Wales 4
Scotland 4
England 3
Some of them weren't competitve but all of England's were.
Just cause you have the best players doesn't mean you will always win.
