It would depend on if he actually knew or not.
If it really was a Chinese tourist, then he might well not have known.
If it was just a busy person, they might not have even really looked at the receipt, or the amount might not have really registered.
If the person knew and left intentionally, then it absolutely was theft. Either way, the attendant blew it. Either she goofed phenomenally or let a thief get away.
Other than that, if I owe something, I pay. I have more than once corrected a false charge, whether it meant I had to pay more or less. Its called "honesty". My morals are not dependent upon other people.
