i.e. There may not be life there, but we could potentially live there.

Venus actually could be terraformed if enough effort was put into it.

NASA has selected a new mission to Mars, which is set to launch in 2016. This mission is named InSight, and will be focused on looking into the interior of Mars to see how and why it formed so differently from its neighbouring rocky planet - Earth.
The mission will attempt to discover if the core of Mars is liquid or solid, and why the surface of Mars is not divided into tectonic plates the way ours is.
The InSight mission beat two other proposed missions - one to explore the methane-ethane sea of Titan, and another that hoped to land on a comet.
