Then, by definition, the rich people below a certain threshold become poor, depending who you ask.
I think the question in general shouldn't strictly be, "how do we eliminate poor people", but "how do we sustainably improve their lives and overall wellbeing"
They wouldn't be poor because they're under a threshold, they'd now be poor because nobody would know how to run anything. Who will be the cogs when all the poor people are gone? Who will farm, or deliver goods, or work at the water sanitation plant?
The money only works when there's a system in place. The rich would have to do all that stuff themselves.
