Reagan cut them.

Obama wants the current tax rates to expire on the top tax bracket, which returns that rate to 39.6%.

The average American would pay closer to 15% if all the tax rates expire, 10% if they don't. The highest rate applies to incomes over $200,000 for individuals.

Every single speech where Obama states he wants the "Bush tax cuts for the wealthy" to expire. Before those tax cuts, the top rate was 39.6%. After those tax cuts, the top rate was 35%. Therefore, when those cut rates (the current rates) expire, the top tax rate goes up to 39.6%.
