The double villan formula is really way harder to pull off than the single villian unless the movie is seriously just and eye-popping special effects flick with one fight after another ... which in the case of a sacred icon like Batman, would just cost WAY too much to make... The only reason two villians worked nicely in Batman 2 was that the motives both Catwoman/Selina and Penguin/Cobblepot were clouded with moral ambiguities for much of the movie, while the real "bad guy" was a non-franchise "business type".
Maybe a movie with just the Riddler could be done propperly, but you'd have to really give him a lot of backstory. I think George Clooney should be cast as Riddler. He could bring the gravity to the role that could protray the Riddler as someone like John Nash who is into solving riddles and cryptography, and is a serious genious, but goes off the deep end with conspiratorial theories and stuff, and all the crimes and terrorism he commits he thinks is "for the good" so he leaves the riddles not to be a smart ass in green pagamas with freakin' questionmarks all over them, but because he has to make contact with people to join him, but he can't do it in the open because "they are listening".

Yup, it kind of hurts that persistent feeling. One of the best parts of the movie, in my nerdly opinion, was the brief appearance of Scarecrow early on. It really helped bring me back into the Gotham "world", and felt a lot like a comic.
