If you read the article closely it says that they are recycled condoms that didn't meet industry standards. In other words China says they are clean. Whether or not China is telling the truth is a matter of some debate as if they were recycling dirty condoms they would certainly lie about it.

The effort required to recover the used concms from their site of use would betoo high compared with the price of a darn headband. Unless you had a separate recycling bin for johnnies only.

No, these will be from substandard manufactured ones I'd think. And any lube would act as a detangler too.
