Army compensation

Concise Idea: Don't give people extra armies for missing turns.

Idea: People should not receive extra armies next turn after they miss their previous turn.

Why: We all hate people who miss turns, and many people do it now just to get more armies. People who spoil the game by being slow should NOT be able to get back.

Suggested and rejected before. The site is designed for casual players. Real-life things happen, and there's no reason to punish things for being responsible and healthy.
