Probably more accurate, but it is usually intended in the more condescending first sense.
Well that's the point. When a person uses it, they think they are satyrically revealing the folly of their adversaries by saying the first, but all they are really saying is the second. That's why frigidus has a legitimate point in suggesting banning it.
