it is also unnecessary. in a 2-player game without coded starting positions, the chance of the first player starting with all 4 territories of kiribati is about 1.2%. for the other continents, such as new zealand, this reduces to less than 0.4%. with coded starting positions, the chance of player 1 starting with a bonus region is zero in games that have 2, 3 or 4 players and less than 0.2% for games with 5 or more players.
i therefore recommend that u either have a totally random start, classic-style (my preferred option), or use coded starting positions only for kiribati.
