nuking a country because you're unsatisfied with their government just causes more problems because the people who'll suffer the most are civilians, not the government itself...

Only 5 countries are ALLOWED to have nukes, and those are the five nuclear weapons states United States, Russia (former Soviet Union), United Kingdom, France and China. This is according to the Non-Proliferation Treaty (NPT), which all countries in the United Nations, exept Israel, India and Pakistan, who also possesses nuclear weapons.
