premiere Vs After effects

1) i didnt do a search for this because i highly doubt it would exist, so if it does, sorry
2) yes i am referring to the adobe products
3) did i spell them correctly?

ok so i have premiere and i love it for editing, but i was trying to find stuff on after effects, what is the major difference? can i do frame by frame editing? what are the features that makes it stand out? etc.

any movie editing jocks that can help me out?

I'm no expert but isn't after effects usually used in conjunction with premiere, rather than as an alternative?
