Lowest in command doesn't necessarily mean least valuable. Take a FBI leak for example, he can't even tell the foot soldiers when to eat, yet he might be more useful then a Caporegime.

The lowest in command has the most to gain by being a rat. They have the least loyalty since they are most likely new. However, from a cop prospective, the lowest don't provide much high up informaion. I wouldn't be shocked if the second or third in command is a rat, sinc that often happens in movies.
