Placing armies is a really good suggestion, and yes, just like how the board game clone of CC is played.
Surely someone has suggested this already but maybe worth revisiting.
Unfortunately this would make the board game clone too similar to CC and it's not worth giving small companies like that unnecessary trouble in redesigning a game that has been around for ages.

The game I always played (first played in the 80's) you dealt the cards to get the territories... to me the more important part of the equation would be the placing of the armies after the deal - that way you can at least attempt to mitigate a shitty deal.
