You've also Got To have more evidence than this before you start accusing people. The mere fact that they have fortified their borders against each other is Strong evidence that they are worried about each other and do not have an alliance. A much more suspicious circumstance would be if they did not fortify their borders against each other.
As to my neutral friend, PP's assertion, even if each of the players had independently decided to eliminate the weakling on the board, this would not be a secret alliance unless they had communicated with each other about it, or at least had a history of working together in this way.
Finally, (aren't you glad), TheGrimSleeper is a member of xiGAMES. A group of Independent Risk Players who have all pledged to, and have a history of, Playing With Honor. It is specifically against the Code of Conduct of xiGAMES to form any Alliances of Any Kind, (secret or otherwise).
You're new here, so perhaps should be given some slack, but I assure you that you are lucky to find yourself in a game with two such fine players. Believe me, more often than not you will not have such good reputations to rely upon. The most precious thing we have here are our good reputations. Guard yours, and have respect for the good reputations of others.

That is true, good call! Yeah, they might have just wanted your cards Billy, that usually is more important that killing the person next to you, because I know I would rather eliminate someone, and then deploy with my new set

I dunno, I think it's kinda good that noobs accuse regulars, we can get to know people too well, and fail be an impartial observer anymore.
That said, the evidence here is pretty weak. Fairly obviously not deadbeats.
