Just look at this player's games! So many 5 player games with nothing but inactive noobs. I don't believe this is possble, there's no way you can make 10 games and get 40 inactive noobs to play it.
I think this guy is making bot multis and one of them joined one of my game

Wow this looks pretty clear cut. All the games are brand new, not like these games would come up first on the join games page, also all these players are brand new. He has to be sending invites to the newest members of the site.
