To create a Tournament..

I am just wondering, exactly how do I create a tournament? I see there is a forum area for posting for people to say they want to enter, but how do I say I am creating, then when the games start, it's linked to the thread, etc, how is that done?
2508/Colonel (lol, last hiscore was 2507)
My Premium was recently taken away due to a false accusation of me and 3 friends multi since we play on the same computer at school. I am unable to continue tournaments/other obligations.
