Food sales are really a bitch; heavily regulated and a substantial risk; get one lowlife that claims you gave him botulism and you're fooked just by having to defend yourself....not to be negative; just that a large percentage of people are dungheaps ;o)

You'd most likely earn more money investing in a lawnmower and some other tools to do yard work. You could charge an average of $15-$30 per hour.

Yes: the rigmarole of setting up a food business in the U.S. will not be repaid over the course of one summer.
You might be able to find someone who is already licensed in a nearby town, and offer to open up under their name in your own town, giving them a noticeable percentage.

Good point on the mowing....my 14 year old makes close to $100 per weekend doing yard work......

I used to wash cars and babysit. My friends were getting up at ridiculous hours to deliver newspapers and I out-earned 'em by playing with warm water or sittin in someone's house eating sandwiches.

It is a tad trickier now, if you aren't well known. But, if you are someone the parents know well, many parents like having a male watch their boys.

You can get a certificate through (for example) the YMCA here and now. It wasn't so formal back when I was doing it.
