Dont matter we have rules that we have to fallow to make it a fair and fun for everyone he has every right to join any public game if you wanted just friends to join bye premium and make a private game you can not just team up on him because you 2 are friend its still a game so play it right ...im pretty sure you will get a block or warning

Not really... the community is strong against any kind of cheating such as multis or secret diplomacy. I would hate to spend 20 rounds or two months playing a game only to have it completely unbalanced by cheaters or have my points which I worked hard to get reduced because someone cheated me out of them.

I don't know if you're guilty or not, but if you are, then I encourage you not to cheat because you will get caught, you will get reported for it, you will get banned, and nobody will feel bad about it.
