idk what to call it but he wont win he keeps deploying and deploying and the game wont end when he can win right away

Same issue,Game 9814184 it is called holding you hostage. Cheaters do it to piss you off, keep one of your free spots occupied if you are a freemium, or do it to wait until you have more points to win. Either way it is a cheap coward move and CC should award you the win.
