Don't put it in a system. The occasional suiciding isn't going to result in a warning but if you do it again and again and again it's worthy of a warning. Likewise, if you provide us with evidence that he's done this in multiple games and put it in a system it might lead somewhere. A single game isn't enough even though he messed it up intentionally.

You are mad if someone suicides against you, because you will lose the game.
You are happy if someone suicide against your concurrent, because you can take advantage and maybe will win the game.
It's a part of a game. There is a point, where a player, who think he can't win the game and get boring. He can only see 2 options : make a bit fun with "attack" or die slowly. And I think most players will choose the first. The best, that you can do, is to avoid someone suicide against you. And it's a part of strategies

I will consider this case closed if there are no more games presented that General Tazz has suicidal tendencies. For now, we can see this as an isolated case or bad gameplay.
