Just check the game. It's obvious. I have multiple snapshots now, or if you find this post within 11hrs, you'll be able to see what they are doing. Only attacking each other to get to me and leaving 1s on all of their neighboring terrs, while all deploys and reinforcements are to oppose me. -slight modification, now that I've accused them of cheating, they just broke each other...to prove they aren't cheating. lol. Just follow the snapshots and the dialog - My accusation holds.
Found 2 more games. One of which the 3rd player (brown730) accuses them of cheating too because they never attack each other then either! Another game where they do this to Fazeem. They only attack each other to gain their bonuses, and leave each others bonuses untouched, racking huge bonuses. Once one player has dominance, they attack each other barely, but by then it's too late.
