This is ridiculous, I've been calling tech support for more than 6 months now, they are not supposed to close a report without contacting me first to make sure the service is working 100%, but they keep closing every report I make.

No one. The reason is probably that they are not interested yet. And the reason Slim's company is here is because he bought Telmex from former president Carlos Salinas, his buddy, for a dime or maybe a quarter. So he didn't have to spend in infrastructure.
One thing is for sure though, the moment another ISP decides to come here, Slim will send a line of optic fiber killing the competitor's chances.
