Not really, also openly asking for a truce isn't secret diplomacy- pretty much the exact opposite in fact.

lulz, freakin noobs that think game chat diplomacy is cheating.
I'm in a game right now where a guy is basically not ending turns to avoid getting new nuclear spoils and he is winning. I'm telling this other guy that the opponent is winning and not taking spoils on purpose which is bad sports, and that i need his help because otherwise he will win; he tells me I'm manipulative and proposing him that in the game chat is the real bad sport attitude.. :/
anyway, the guy missing spoils on purpose will win caus noobs will be noobs.

I see nothing odd about the game chat other than a reference to green deadbeating when he clearly is not. Risker023 has no clue what he is talking about.

He's cleared of conducting Secret diplomacy, as stated in rule 2:

"Any form of diplomatic discussion between opponents must be posted in the game chat in English or in a language that all opponents understand. Diplomacy includes, but is not limited to: proposing truces, negotiating alliances, and coordinating assaults."

Asking for a truce or a coordinated assault IN game chat is not against the rules.
