The game is escalating, so red isnt going to try and take out an area of blue were you cant reach him, so you can get the cards.

Blue has stopped his bonus and now red only gets 3 troops a turn and you and him gets 9 troops a turn, so he put red at a disadvantage there.

Also why would he want to mess with red when he has a stack of 32 ready to take him out?

Who's advantage would it be if red broke blues bonus in Mauryan Empire? It would weaken blue and help you if blue and red started going after each other. Where does it say a player has to try to gain an area[bonus]? Up until the time of your report blue has targeted both of you with his attacks.

Just because someone doesn't make the attacks that you think they should doesn't make it secret diplomacy. As of this time I don't see any secret diplomacy so I am marking this CLEARED.
