But the 'laissez faire' of pre-revolution France was only a minor effect on the revolution and was really a part of the monarchy basically ignoring everything around them at the time. As an economic force it doesn't really get pushed into the next century and then this push was in Britain. The first real application of liberalism / libertarian theory is the United States.
