Just wanted to share. I believe the odds to be at best 1 in 6245 games. The all red sets is just a funny kicker.

With 131 regions, I guess there is max 88 non-green cards. And I did 1 / ((88/131) * (87 / 130) * (86/129) * ... * (69 / 112))

I thought that originally, I guess it depends on how the cards are coloured. Like, is each one just assigned a random colour on drawing it? I assumed, perhaps incorrectly, that the cards each represent a territory and are split into 3 groups of colours, and that no card would repeat until you had went through every card. In which case, the odds are not just 2/3 each time, it actually gets slightly less with each red or blue card draw.
