Wales isn't in England, they're both part of Great Britain along with Scotland, and those with Northern Ireland form the United Kingdom.
The first English Prince of Wales was Edward of Caernarfon (later King Edward II), born in 1284 and invested by his father, Edward I, on February 7, 1301. Born at Caernarfon Castle, he was the first heir-apparent to the English throne to hold the title following the Edwardian conquest of Wales.
There is a story that was because the Welsh refused to accept a Prince who spoke English, so the King appointed his son, who was a baby at the time, and didn't speak anything.
The first son of the monarch has been Prince of Wales ever since.
