If the small ships revert to 2N(eutral) each turn does this make the big ships useless in trench warfare games, or do they act as ice shelves do on the Antarctica map and allow people to pass through in one turn before reverting back?
Small ships are exempt from the trench rule, and you can attack to and from them in the same turn. They will revert to neutral on the start of your next turn.

All Expedition Routes territories (along the dotted lines starting from the BCs) start as neutral 1, except for Port Heiden which is a neutral 2.

Ports, BCs, Expedition routes (dotted lines) start neutral, the rest of the mainland territories are distributed evenly and randomly. Depending on number of players some of these will be neutral 3.
