Can anyone help?

Hi Im trying to make a map out of this:

but the problem is that 1. I have no experience doing this, whatsoever, 2. I don't even have an illustrator program (the ones on the list are a pain trying to get, I wanted one of the freeware ones, but they all have some sort of insane portal download system I cant figure out, and picassa doesnt actually have anything but picture editing software) 3. I dont know how to code it.

If anyone thinks this map would be cool do they mind helping me out?
I am going to split the counties up some, there are 24 counties in Maryland I figure if I divided those into two based around relevant large cities it would be a fun map to play.

This needs to be moved to the map ideas forum.

Not a bad idea, but there is way too many open spaces which will have to be filled (preferably with playable territories).

I was thinking about putting it there, but I actually did want to do some of the work on it (you know have some creative control) and I figured if I just turned it over to someone there I wouldnt. But I guess I just have too little experience to try to do it on my own, so if anyone wants to move it there, Id appreciate it.

It'll get moved by a MOD. Just b/c you post an idea there doesn't mean someone else will take it, especially when you have a design started. It's yours until you abandon it or ask someone else to take up the designing for you (i.e. you don't have much experience with it......like me).

Get yourself gimp. Dont try to dpwnload it from the acrual gimp site but search on google for somwhare free whare you can just click a button to download. Don't bother with inkscape or any of the others at this stage though

This is a good idea (I myself am from Maryland), but I think it might be too small as most maps are probably roughly in the 40-60 territory range. Perhaps combine Maryland with one or two other neighboring states and possibly D.C.? You could also try a closer zoom and break it down further, but I think that would be hard as counties are the only natural division I can think of and the map would be too wide if you zoomed in too close.

If you're unable to make the map (though you should try), I'd be willing to help (I am from Maryland).

Ok I downloaded the Gimp program (Btw thanks a lot! This program rocks), but I dont really know how to do texturing and things like that.

If I post the boundaries and names of territories will someone help me clean it up and code it?
