Possible Secret alliance?

I am not certain if there is some sort of unannounced alliance going on between these two but its in a 4 player standard game on world 2.1 and they have yet to attack eachother and seem to attack the same targets every turn. I have never dealt with an unannounced alliance before so I do not know what to look for but if someone could just check it out and see what they think that would be great! Thanks

I am not flat out accusing them but just beginning to think that is whats going on.
