You could always make a random string of characters in a file...change your password...copy and paste that in and then delete the string of characters.

I think that was the "self-locking account feature" as laid out by Wicked or Andy.

If someone decided they didn't want to play anymore, could, if they were intelligent and not a whiny little kid, just fade away and not play anymore.
What does it matter if your old account lingers unused? A normal person wouldn't care. A whiny kid would act all whiny again and make it into an issue and problem. Imagine the troubles when a person like this actually has a REAL problem to deal with.
